When National Security Agency officers William Avery (Dennis Arndt) and Richard Addis (William Duffy) ask Tom Beckett (Tom Berenger) to murder a suspected terrorist, he willingly takes the job, but has second thoughts after realizing he's targeting an old friend. He begins to examine the real reason behind Addis and Beckett's request and discovers things are not as they seem. Will Beckett be able to save his friend before it's too late?
