In the fourth film outing for stoner duo Cheech Marin and Tommy Chong, the pair attends the Amsterdam Film Festival, a venue that affords them ample opportunities for obtaining all the sex and drugs they want. Though the boys have been invited as guests of the festival, organizers are actually expecting Burt Reynolds and Dolly Parton. A wacky case of mistaken identity ensues, and the duo flexes its comedic muscles through sketches and impersonations.
